I see an error:

get_mpi_parameters.f:50: Error: Can't open included file 'mpif.h'
NMAKE : fatal error U1077: 'gfortran' : return code '0x1'
Stop.

I believe I am properly declaring the location of MPICH in systel.ini

But I see another problem with my installation of MPICH similar to this forum string:

I may need to install MPICH again. Thank you.
