That is correct, it does not create the SYSTELCFG anymore, because instead it creates two shortcuts on your desktop (one for scalar, the other for parallel) within each is set the variable SYSTELCFG. This allows to switch between version / configuration. If you prefer just one configuration, you can still add it yourself and then use a standard DOS command windows. -- the value of SYSTELCFG must be the name of the "active" configuration files (under \configs\)
-c configuration_name should work, but do check that you use the correct name.
Note that the installer created two shortcut and two config files. You can type config.py to see which one is "active"
