First excuse for my lack of the knowledge on Telemac, I install the new version on the right way, but when I run 'telemac2d.py t2d_bumpflu.cas' , it is shows

'Python' is not recognized as an internal or external command.

and I check the solution on this forum, it is suggested 'runcode.py telemac2d - s steering.cas'

but when I run 'runcode.py telemac2d - s t2d_bumpflu.cas' the results is as follow

You should not have a space in the option "-s". I have just tested and I also have the message "inexistant cas file" when typing "- s".

It is works, yes, it is because the space between - and s.

in my computer 'runcode.py telemac2d -s t2d_bumpflu.cas' is works but 'telemac2d.py t2d_bumpflu.cas' is not works

It is generate the new .slf file. which software should I used to open this file? I try to open it with tecplot, but is seems can't do it.

FYI, I also prefer to launch programs with "runcode.py name_of_program etc...".

You can open slf files with Blue Kenue (mesher) and Fudaa (but I think you need to change the extension to ".res", or just rename the file "res" without extension).
You can also use tecplot, but I know that you must install a plugin so that selafin files can be read by the program. So the best is to go for Blue Kenue and/or Fudaa.

I use Blue Kenue for all the pre&post-processing and FUDAA for setting up the steering files for the computation, but you can also use FUDAA for pre&post processing. I personally find Blue Kenue easier to use.
