1. BUG FIX - 4 bugs fixed related to attributes, sets of attributes, tables, time series (*.ts1, *.ts2, *.ts3, *.ts4) and time grids
2. BUG FIX - Added missing DeltaT metadata handling by sets of attributes
3. BUG FIX - Duplicate metadata displayed in an object's property dialog box
4. BUG FIX - T3 Mesh Generator should be able to edit "DoublePrecision"

- As a side note, through this change I was able to reduce the code from 2411 lines down to 1206 lines
and still keep the existing functionality. Further, the 50% less code ended up having more functionality
5. INTERNAL CHANGE - Menu re-organized a bit; new "Image" group and new "ArcINFO/ArcView" group
