If you have a look at telemac3d_init.F, you can see that CONDIM subroutine (which calls USER_CONDI3D_TRAC) is called before the call to READ_DATASET for the PREVIOUS COMPUTATION FILE (T3DPRE).
If the PREVIOUS COMPUTATION FILE includes tracer(s), TELEMAC-3D reads the values of this/these tracer(s) and what was done in USER_CONDI3D_TRAC is overwritten for this/these tracer(s).
