I have developed a model for the dispersion of discharges into the receiving environment. After running the simulation, I do not observe any dispersion at the discharge points.

If you do not want to have diffusion, the good choices are:
DIFFUSION OF VELOCITY = YES (default choice),
VELOCITY DIFFUSIVITY = 0. as you wrote.
Depending on the scheme for advection of velocities, choosing DIFFUSION OF VELOCITY = NO does not do what is expected.
Moreover, VARIABLE TIME-STEP = YES with Finite elements is not recommended.
