Yes the DELWAQ example works fine and produces the files.

This probably means you had a problem in one of the delwaq result file...
As you run in parallel, you could check if all processors output are ok...
Otherwise this will be complicated for us to find the origin of your problem without your files

We've found a similar problem as well in v7p3. We have replicated it both in a large model and one of the small example models. It works OK in scalar but doesn't work in parallel- the same error as reported by the original poster. We have run the same model with the same DELWAQ keyword successfully in v7p1 so we are happy that our steering files are correct. The main difference from the original post is that it fails at T2DL1 rather than at T2DL11.

The error message seem to suggest it's failing to read the T2DGEO file as part the process of merging the T2DL1 files (see attached image)

Has this been investigated further since it was first reported ? Only running in serial is not really a solution.
