I am not registered to this website so I do not know what is the right file to download but if you search or ask the owners, I think you will find.

To be run with TELEMAC, you need files in their "traditional binary format (OTPS format)", so 1 file containing all tidal constituents.

Anyway, using the search function of this TELEMAC forum, it seems that other TELEMAC users downloaded files with the following names:
h_tpxo9.v1 and u_tpxo9.v1
or hf.tpxo8_atlas_30_v1 and uv.tpxo8_atlas_30_v1
