I see nothing obviously wrong, except perhaps this large time step of 1200 s ?

The problem is certainly in the initial condition and/or the tidal model, so you should look at the first record in the results and see if it is correct.

I think that in your case, where you have the tide influencing the hydrodynamics, it is necessary to use TIDAL FLAT = yes, not for islands but for the shore line.
you need to use also the option OPTION FOR THE TREATMENT OF TIDAL FLATS (OPTION DE TRAITEMENT DES BANCS DECOUVRANTS ) = 1, in order to get positive water depth everywhere.

Your mesh is still not satisfactory, you need to refine the boundary with the same density than the interior field.

Actually the problem as Jean Michel told you before is the time step which is huge. I tried your case with a time step of 50 and it works perfectly
Here are my changes:
PROCESSEURS PARALLELES : 8 (try to use 2, 4, 8 etc )
PAS DE TEMPS : 50
LOI DE FROTTEMENT SUR LE FOND : 3
PERIODE POUR LES SORTIES GRAPHIQUES : 500
PERIODE DE SORTIE LISTING : 500

I commented the following line
/COEFFICIENT DE DIFFUSION DES VITESSES : 0.
