It is quite similar however for the tomawac boundary conditions only the first (LIFBOR) 12th and 13th columns of the .cli files are of importance. The first column namely should be 2 (close boundary) or 5 (boundary with prescribed value).
Regarding the Boundary conditions specified in the .cas file they are used to specify the directional spectrum at the boundary. By default the wave height is considered constant in time and space along the boundary, in order to specify time and/or space dependent boundary conditions you should modify the subroutine limwac.f
