You must have done something wrong because the wintel batch script builds a "gnu.static" configuration, which works better on Windows than the "gun.dynamic" one. Either you have changed something in your pysource.gnu.bat file or you have used an old version of the wintel batch file.
To fix this, I suggest you first edit your pysource.gnu.bat file and replace the line "set USETELCFG=gnu.dynamic" with "set USETELCFG=gnu.static". You can then try to recompile TELEMAC with the following command:
compile_telemac.py --clean
If this does not work, you may have to delete everything and try to use the wintel batch again from scratch.
Also, if you are using the latest version of the wintel script, you do not need to use the py Launcher when using TELEMAC scripts, you should be able to run your calculations like this:
telemac2d.py D:\xxx\xxx\xxx\xxx.cas --ncsize=2
