Though latitude is within bounds I am getting this error as out of bounds. What could be the problem. I checked the selafin file and it is within bounds only. Pls help in this regard

What is the result of run_tefile --scan <name of file>

You're using an old version in which there was a bug which had been corrected...
This is one of the main rule of this forum, use always the most recent version of Telemac. We don't have to spend time for problems which have already been solved.
Using old version could be sometimes mandatory but in such case, you should do it in conscience
