You are missing some basic concept of Telemac.
Running the Telemac executable only works in a working directory which is created, filled and destroy at the end of computation by the python script.
Trying to just call the exe is then not consistent with this way to run.
As you plan to run Telemac through python, you should probably have a look to the Telemac API...

Start with only the basics: initial condition, boundary condition, friction and try to run the simulation.
I don't think fortran file is needed at this step.
When this simple case works, upgrade the model by adding turbulence.
