I went to the directory of partel.exe and I get the image attached.
I do not know if it is a problem reading the files

Before trying to run partel manually without any knowledge about how it works, you should have a look on the partel output file indicate in the listing.
In your case, partel_T2DGEO.log in the temporary directory
