The geometry file is not attached. However I had a look on your steering file and there is some weird choices.
The smartest way to start with, is the adaptation of an existing case. You can adapt for instance the case Malpasset or Wesel (in examples/Telemac2d).

For real cases, initial condition with 'CONSTANT DEPTH' is not recommanded since it puts 2m (in your case) of water everywhere in the domain which is far from being a real choice.
You can generate a hot start file (or at least a 'worm') one by using either Blue Kenue or by editing subroutine condin.f (together with keyword INITIAL CONTIONS='particular').
