Short answers to your questions:

1. If you want to use standard TELEMAC steered by keywords, you should follow the expected format of harmonic constants file, depending on what tidal database you use as input file. Please read appendices 3 or 4 of report:

2. If you use standard TELEMAC steered by keywords, several geographic systems (including UTM) are available to tell how your geometry file is built.
