On all your maritime boundary points, you have to interpolate the amplitude and phase of level and currents for each tidal harmonic constituents.
I don't really know where you can find NEA atlas, maybe ask LEGOS how to obtain it. As indicated by his name, the NEA atlas only covers the North-East Atlantic, so you can't use it in the Persian Gulf...
But you can use FES atlas instead (LEGOS also), the method is the same to build the harmonic constant file, only constituents differ.
