We have downloaded wind data using convertECMWF python file. Then we tried to model storm surge using wind file and Meteo.f file. However, we understand that meteo.f file used to construct the wind field from station wind data.

We have tried our best to go through all the posts related to wind field. However, we could not succeed. What is the way forward for a successful storm simulation?

I have a Holland wind model with which the wind field will be created using JTWC best track data. I would like to create a .slf file. Can somebody share any Fortran code or any program for creating .slf file??

I do not understand what is your problem with wind. A simple adaptation of case wind_txy is straightforward and should work without problems.
Holland model is being integrated at trunk. A validated version should be available on the trunk in few weeks.
Python scripts of Telemac sould generate slf files eailiy. Pat Provanovic Library PPUTILS is also available and can generate slf files.
