Is it possible to get this error because of the version of telemac-2D I am using (which is v8p0)? If yes, how can I upgrade it to the version v8p1r1?

This sounds strange but it's always possible.
By the way it's better to use the latest version available so now it's v8p2r0
You should download the latest version (with svn client like the first time), tune the config file and compile the code.
Look at the documentation about telemac instalation to upgrade your version

I was trying to install the new version v8p2r0 of telemac using the instructions mentioned on this page:

but in the last step when I try to compile the system, it says: 'compileTELEMAC.py' is not recognized as an internal or external command, operable program or batch file.

Can someone please help me solve this problem?

As far as I remember, compileTELEMAC.py was written for Python2 and it didn't work for me.

Instead of that you can try the python3 version under: C:\opentelemac-mascaret\v8p2\scripts\python3\compile_telemac.py

Also you need to include your path (for example: C:\opentelemac-mascaret\v8p2\scripts\python3) in the properties of the new shortcut (step 6 in the wiki-page).

And of course you should add the python-path (for example: C:\Python36-32) to your environmental windows settings so that cmd regconizes and is able to run py-file.
