open TELEMAC-MASCARET The mathematically superior suite of solvers

Hi, I am using keyword of "PARAMETER ESTIMATION : 'FRICTION, STEADY'" for parameter estimation. For the purpose, a simple mesh was applied and the measurement was read by USER_MESURES. The value of measurements was acquired from another mesh with higher accuracy.
Now, I am wondering how to use fortran file, USER_MESURES, to define the measurements including its measured time and weightings of ALPHA1, ALPHA2, ALPHA3. As the user manual says, the weighting is 1 if a measurement is available and 0 if it is not.
I try to rewrite the fortran file, however, I can not get the right results, the strickler parameter dose not convergence with iterations.
Dose anyone have a example code? Thanks.
