Read the TELEMAC-2D validation manual available here:
wiki.opentelemac.org/doku.php?id=documentation_latest
and find the the closest example which seems like what you want to model.
Then find the steering file of the example available in the $HOMETEL/examples/telemac2d folder (if not obvious, the name of the case is written between brackets in the title of the example in the validation manual).
