I set two boundary conditions in cas , and I have tried many times. But I often encounter this problem(please find the attachment). Can anyone tell me how to solve this problem?

as explicitly explained in the error message, this issue can occur when there is no water at all at a liquid boundary. Thus, for boundary #2 you have to start with wet boundary nodes in order to prescribe a discharge

boundary #2 has been set as PRESCRIBED FLOWRATES, does it mean the wet boundary nodes?

yes but verify that water depth at this boundary is not zero at least for 3 to 5 nodes.
