When you create a mesh with Blue Kenue, a default boundary condition is solid. If you want to change boundary condition in a specified location, you just double-click on first point, then hold a Shift-key, double-click on the end-point, right-click on the mouse and select an select Add Boundary Segment..
To activate boundary conditions, there is one key word: OPTION FOR LIQUID BOUNDARIES (p.44-reference manual) you have to list in your steering file. If you select option 2 by Thompson, this option is usual for coastal domains (well described in User Manual Telemac 2D p.37).
Also with tide, you use a keyword: OPTION FOR TIDAL BOUNDARY CONDITIONS (p.38 Use Manual, p.46-Reference Manual), also a keyword: TIDAL DATA BASE...
Telemac can automatically read TIDAL DATA BASE (e.g TPXO). In your model, you have to specify your location in order to get right data.
Hope what I explained above helps you.
Best Regards
