In
this previous post I wrote in detail the approach that can be undertaken to set time-varying boundary conditions (the interpolation of the input data at the TOMAWAC time steps is also described).
Concerning your question about the binary file, you can have a look at the chapter 7.3 of the TOMAWAC guide, that describes the type of binary file that are read by TOMAWAC. Remark/suggestion: the SERAPHIN format is also a binary file.
