open TELEMAC-MASCARET The mathematically superior suite of solvers

I have encountered the following error while running an example that came with telemac. Can anyone point me to the direction direction. I beleive all the paths are correctlys set in windows. I have reproduced a part of the screen from the command window. It says the system cannot find the path, but the path is there in the folders. Thanks.
