Hello Nasrin,

Reading the TELEMAC-3D user manual available here:
wiki.opentelemac.org/doku.php?id=documentation_latest
and in particular, section 4.3.11 "Prescribing complex values", I would say programming USER_BORD3D subroutine for BC varying in time and variable profile (if you mean horizontal profile). If you mean vertical profile, set VELOCITY VERTICAL PROFILES = 0 and program what you want in USER_VEL_PROF_Z as described in 4.3.12 Prescribing a profile.

I think you mistook when writing "time-varying initial [...] conditions".
