I would like to know whether total telemac suite such as telemac2d , telemac3d, sisyphe, artemis, tomawac etc. can be used for commercial projects?

Hello,

Sure you can, as many others do, the software is under GPL and/or LGPL licence. You just cannot sell the software itself or even a modified version.
