This probably depends on the version...
In the systel.edf.cfg i have there is also -cpp in fflags_gfo and fflags_intel_new...

As far as I know, forcing the pre compilation is required by nestor as there is some compiler directives in sources where the extension is *.f
In the other Telemac sources, when compiler directive exists, the extension is *.F which by convention require a precompialtion step...

So having this in compiling option of c file is not necessary, at least on my version.
