I am looking to extract flow data from a netcdf file. Is there a software that might help

You can use Matlab (function "ncread" and "ncdisp"), Octave or Python (Package netCDF4, function "Dataset")

Matlab has many functions to handle netCDF files. ncread, as mentioned by calderon, is especially useful to extract data.

If you do not have Matlab, and do not want to buy it, R is a good option. All you have to do is install a package called NETCDF4. Here is an easy to follow guide about this very package.
