This is a well known problem that some people call often "numerical pump". This is caused mainly by a loose discretization of a dyke combined with some choices of wetting algorithms. To ovoid such kind of strange behaviour you can:
1- use the key-word THRESHOLD DEPTH FOR RECEDING PROCEDURE = a small positive value. and in such case Telemac will trigger the receding procedure.
2- refine the dyke discretization and ensure that the top of this latter has a bathymetry shape is reesented as a "chineese hat" with at least 3 points (one high node in the middle of two lower ones).
You can also combine these two solutions.

Is required to generate the levees by the Channel Mesh in BK?
if I do not do this, as does Telemac2d to recognize the highest point?

This topic has already been treated a few times. The receding procedure is triggered by the keyword THRESHOLD FOR RECEDING PROCEDURE, you can tune it from 0 to a few centimeters, this is the emergency procedure. The right action is to discretize a levee with a sufficient number of points.
