Perhaps the manual is vague for you but I can tell you your questions or explanations are not clear for me.

The recommended strategy when starting a TELEMAC model is to find the closest example in the TELEMAC data base, start from the associated steering file. In your case as already told is the t2d_tide-ES_real.cas
Then adapt it to fit what you want to model.
Depending on the extent of your TELEMAC-2 model and if you want to be accurate when computing your tidal boundary conditions (if they should depend on the location or if the same value for every tidal node is OK + if they should depend on time with a good accuracy or if a 1 hour sample with linear interpolation between 2 times is OK), you will have your answer.
Using a tidal solution coming from Oregon State University (e.g. TPXO global solution) can directly be used with TELEMAC (see the above example) and computes tidal boundary conditions dependent on location and varying in time for everty time step.
If you use a time series of surface elevation and/or velocities, you have to use a LIQUID BOUNDARIES FILE.
I do not know the area, you have to decide.
What use of Fudaa-Prepro do you mean: visualisation, boundary conditions file generator, steering file editor? Fudaa-prepro is not maintained and not so used.
