TPXO 7 did exist but does not seem to be available anymore.

I cannot send you anything coming from TPXO7 as I am not the owner of this tidal database, please contact the owners directly.

The only thing we provide with TELEMAC is the possibility to use Oregon State University tidal solutions (in traditionnal binary format, not netcdf) to compute boundary or initial conditions (BINARY DATABASE 1 or 2 FOR TIDE), or like for other applications, dealing with time series prescribed at liquid boundaries (LIQUID BOUNDARIES FILE).
Your 1st task is to provide expected input files for TELEMAC (but we cannot do the job for you).

Are you sure that I should upgrade my Telemac?
Is it better for me to first test the binary files of tpxo8 then upgrade my version?

Also I have received a lot of big files from TPXO8. I dant know how should I use them? which one I should download? how can I extract the binary file for tidal condition of my local area?

Yes I am sure for many reasons:
- there were some fixes of bugs solved after v7p2, in particular when using TPXO recent versions + other new features,
- you will not receive any answers about TELEMAC using from me because it is one of the rule of this forum: no assistance for releases older than the official one (v8p2 at this moment or trunk).

TPXO is a global solution, that means the whole extent of oceans and seas on Earth is supposed to cover your area.

See the other post you have created for some hints to try to know which file to download, I cannot tell you more.
